There used to be a Highway 666 here in New Mexico. It's a dangerous stretch of road, a two laner with high speed limits, driveways coming straight off the road, and lots of drunks. There were a lot of deaths.
So New Mexico did the reasonable thing. Instead of widening it, or lowering the speed limit, they changed the number.
